About Operational Perspectives

The federal government is accelerating into an AI-enabled operating environment faster than the governance structures designed to support it can keep pace. From NOAA's AI-driven weather models to the Social Security Administration's benefits adjudication systems, AI is no longer a future consideration — it is an operational reality. What has not kept pace is the accountability, transparency, and institutional trust infrastructure that makes accelerated systems coherent and legitimate.

This paper examines that gap through the lens of someone who has spent years working inside federal modernization environments. It draws on primary government data, recent incidents, and the lessons of prior modernization cycles — including Cloud First — to argue that the organizations that will lead this transition are not the ones moving fastest. They are the ones that have learned to govern their acceleration.
